Victorian Public Service (VPS) salaries are set under the VPS Enterprise Agreement 2024, with current rates effective 1 May 2026. The VPS has seven officer grades (VPS 1–7) plus Senior Executive Service (SES) bands. Salaries range from entry-level VPS Grade 1 through to Senior Technical Specialist Grade 7. Beyond the core VPS grades, the agreement includes adaptive classification structures for Legal Officers, Allied Health, Science, Custodial Officers, Youth Justice Workers, Community Corrections Practitioners, and Sheriff's Officers — each with profession-specific pay scales. Use the stream selector above to view each classification.
When is the next VPS salary increase?
The VPS Enterprise Agreement 2024 locks in 3% annual salary increases on 1 May each year: 1 May 2024, 1 May 2025, 1 May 2026, and 1 May 2027. The current rates shown reflect the 1 May 2026 increase. The agreement's nominal expiry date is 9 April 2028.
How does VPS salary progression work?
Within each VPS Grade, employees progress through Value Ranges and Progression Steps based on annual Performance Cycle assessments — progression is not automatic. Employees at the top of their Grade or Value Range who achieve Progression receive a 1.5% lump sum payment instead of a step increase. VPS Grades 1–4 have less onerous Progression Criteria than Grades 5–7.
What are VPS adaptive classification structures?
The VPS Enterprise Agreement 2024 defines multiple adaptive structures under Schedule G. VPS Aligned structures (Legal Officers, Allied Health, Science, Custodial Officers, Community Corrections, Sheriff's Officers, and others) map to VPS salary points in Schedule C. Non-VPS Aligned structures (Youth Justice Workers, Child Protection Practitioners, Forensic Officers) have their own salary tables. Each structure has profession-specific classification titles and descriptors.
How does VPS pay compare to other states?
VPS salaries are competitive with NSW and APS at most levels. Victoria typically offers above-average pay at the VPS Grade 4–5 range compared to equivalent APS 5–6 classifications. However, the VPS superannuation rate is the standard 12%, unlike the APS which offers 15.4%. All three states' cost of living should be factored into comparisons.
How does a HECS/HELP debt affect VPS take-home pay?
Victorian public servants with a HECS/HELP debt have compulsory repayments withheld via PAYG once their income exceeds the repayment threshold. At mid-level VPS grades, HECS repayments can add several thousand dollars annually on top of income tax. Use the Tax Calculator on this site with the HECS toggle to see your exact take-home pay.
Can VPS employees salary sacrifice?
Yes. Under Clause 38 of the VPS Enterprise Agreement 2024, VPS employees can enter salary packaging arrangements using pre-tax salary for superannuation, novated leases, and other approved benefits. All costs associated with salary packaging are met from the participating employee's salary. Some Victorian Government health services also offer PBI salary packaging.
What leave entitlements do VPS employees receive?
Under the VPS Enterprise Agreement 2024, employees receive 20 days annual leave, 15 days personal/carer's leave (cumulative), and long service leave of approximately 3 months after 15 years. The agreement also provides 16 weeks paid parental leave for primary caregivers (with up to 104 weeks total unpaid), compassionate leave, and family violence leave.
Do VPS employees have a right to disconnect?
Yes. Clause 44 of the VPS Enterprise Agreement 2024 includes a right to disconnect provision, allowing employees to disengage from work-related communications outside their normal working hours. This reflects the growing emphasis on work-life balance in the Victorian public service.
What is the VPS Christmas closedown?
Under Clause 47 of the VPS Enterprise Agreement 2024, the VPS has a Christmas closedown period between Christmas and New Year. Employees may be required to take annual leave or flex time during this period, though agencies can exempt essential service staff.
What lump sum payments did VPS employees receive?
Under the VPS Enterprise Agreement 2024, eligible employees received a once-off lump sum payment of $5,600 effective 28 June 2024. Shift workers received an additional $1,000 lump sum effective 1 October 2024. These payments were pro-rated for part-time and regular casual employees.
What is the VPS casual loading rate?
Under Clause 35 of the VPS Enterprise Agreement 2024, casual employees receive a 25% loading on their hourly rate of pay in lieu of annual leave, personal leave, paid parental leave, compassionate leave, and other leave entitlements available to ongoing employees.
What gender affirmation and reproductive health leave is available?
The VPS Enterprise Agreement 2024 includes progressive leave provisions. Clause 65 provides gender affirmation leave for employees undergoing gender affirmation. Clause 58 provides reproductive health and wellbeing leave. These provisions reflect the Victorian Government's commitment to an inclusive workplace.
Can VPS employees work from home?
Under Clauses 8–10 and 24 of the VPS Enterprise Agreement 2024, VPS employees can request flexible working arrangements including working from home. Requests must be considered with a goal of accommodating flexibility where possible, consistent with business requirements and legislative obligations. Written reasons must be provided for any refusal.

Custodial Officers (COG) under Appendix 1 of the VPS Enterprise Agreement 2024 have their own salary structure aligned with VPS grades but based on 80-hour fortnights.
